Energy services and EPC
We regard energy services, in the broader context, as an effective tool to reduce energy intensity. This issue is viewed in a similar manner by the EU, where the foundations for implementing the use of these services into the legislative systems of the individual Member States of the EU is finalised. We have long-term experience in the area of energy services, derived from numerous domestic and international projects. Our specialists gained their first experience with energy services in the early 1990s in the USA, where these services are extensively applied.
Energy Performance Contracting (EPC) is a method in which an Energy Service Company (ESCO)offers comprehensive turnkey services with the aim of reducing energy consumption and the costs of energy consumption at the customer’s premises. In the case of EPC, the main source of payment for the energy-saving measures are the savings on operating costs for energy consumption (as well as for operating the energy system) obtained in the course of carrying out the contract between the supplier and the customer.
SEVEn was the first consulting company to promote systematically the use of the EPC method on the Czech market in the early 1990s. For a long time it has been organising seminars and courses, assisted at the birth of the first projects, brought experience from abroad and applied methodologically verified procedures to the Czech environment.
During the past twenty years, SEVEn participated in the realisation of many dozens of projects using energy services, not only for the direct delivery of EPC services to the customer, but also projects for positive development of the Czech market in energy services. In this regard, it compiled many studies, published a number of Czech publications about EPC and every year carries out targeted training for businesses, along with seminars and conferences for potential consumers of energy services.
In recent years, SEVEn has specialised in organising selection procedures for the supply of energy services and preparing suitable EPC contracts for customers who buy energy services.
Currently, in the framework of European projects, SEVEn is involved in disseminating its experience with EPC to a number of other countries.
Energy Performance Contracting – A Cookbook for Customers
SEVEn has prepared the publication Energy Performance Contracting – A Cookbook for Customers. Th e publication serves as a practical guide to the process of implementing energy saving project with the application of the EPC method and familiarizes potential customers with the EPC process and its key points. Th e publication presents individual steps of the EPC implementation process, their main content, as well as providing specifi c, practical advice and tips for diff erent types of organizations. Th e information is tailored to various types of organizations – state authorities, public sector (municipalities) and private sector. Th e publication is widely distributed, both at seminars and workshops, as well as by representatives of the Association of Energy Services Providers (APES).
Energy services for the Psychiatric Sanatorium in Jihlava
SEVEn prepared and organized a tender for the Psychiatric Sanatorium in Jihlava to procure renovation of the energy system in the sanatorium using the EPC method. Firstly, the energy audit of the sanatorium was updated. Th e updated audit was then included in the call for the tender. Th e sanatorium requested that the bidder renovate a steam boiler, steam piping and exchanger stations in each of the buildings as part of the EPC project. In addition to the latter, the winner also supplied a range of further waterand energy-effi cient facilities.. A cogeneration unit, optimizing the consumption of heat and electricity, was installed as part of the project. Th e investment will be paid back over the period of eight years, during which the savings will amount to at least 35% of the original heat consumption, which used to reach approx. 40,000 GJ. As regards electricity consumption, the savings will reach 87% thanks to the further saving measures and, primarily, as a consequence of the cogeneration unit installation.
Energy services with a guarantee for elementary schools in Liberec
SEVEn prepared and organized a competitive tender for the provision of energy services with the EPC method for the town of Liberec. SEVEn’s activities under this project included drafting the tender documentation, organizing the tender process, analyzing background materials for evaluation of offers, and assisting the contracting authority to deal with applicants and, subsequently, with the chosen supplier on the final solution of the contractual relation. The project’s outcome is a reconstruction of energy efficient management in six elementary schools and one kindergarten, including renovation of lighting and installation of energy efficient facilities for water consumption. The project will be paid from the saved operational costs for 7 years.
