The subject of the work was a detailed analysis of the rules governing the eligibility of costs in the framework of the Operational Programme Environment in the context of possible support for measures to modernise public lighting. Identification of potential overlaps with other grant titles, in the event that the aid from the Operational Programme Environment was actually granted. Setting specific criteria for the acceptability of projects. Further processing an overview of European and national legislation, which defines the requirements for replacing light sources and a proposal of specific evaluation criteria for projects concerning reconstructing public lighting.

Updating and creating new evaluation criteria for Priority Axis 3 – Sustainable Use of Energy Sources (Operational Programme Environment 2007–2013)

The goal of the project was to revise and update the existing evaluation criteria for individual areas of support within Priority Axis 3, as well as to supply the criteria values for new measures. As part of the project, an analysis of the technical and economic parameters of RES was carried out, evaluated under Priority Axis 3, with regard to the set evaluation criteria, including a proposal for their updating. An opinion was drafted that considered the use of renewable source energy as part of the central heat distribution system, and possible evaluation criteria values were suggested in subsection 3.1.1 ( for central heat distribution), and also for other technologies, with the exception of biomass boilers. Also considered was whether the local sources could be further supported (section 3.1.) by other renewable source technologies and the values for such evaluation be set accordingly. The absorption capacity of potential projects in section 3.1 was also considered.

Evaluating the complete renewable energy sources and energy savings project applications submitted for support in the form of an investment subsidy within the EKO-ENERGIE 2007–2013 programme, Call III

The goal of this project is to evaluate the renewable energy sources (RES) and energy saving projects which were presented within the third call to the EKO-ENERGIE OPPI 2007–2013 programme, together with applications for support in the form of investment subsidies. The Programme is administered by the Ministry of Industry and Trade (MIT). A total of 638 projects were evaluated across all activities. Within this project, a study was also drafted summarizing the ex-ante technical and economic evaluation of the project in each supported activity, including an economic evaluation and an evaluation concerning the annual reduction of CO2 emissions. The study further states the probable increase in renewable energy source electricity and heat production, the energy savings resulting from these projects and their contribution to complying with the national targets for increasing energy efficiency and renewable energy source based production in the Czech Republic according to the relevant EC directives.

Evaluation of projects for the ECO-ENERGY OPEI Call II programme according to the selection criteria methodology

The aim of this project was to assess renewable energy sources (RES) projects and the energy savings put forward in the framework of the programme ECO-ENERGY OPEI 2007 – 2013 Call II, along with applications for support in the form of investment grants. The programme administrator (grant provider) is the Ministry of Industry and Trade (MIT). This evaluation was carried out in accordance with the applicable methodology of selection criteria for the Call II on the basis of technical-economic parameters regarding the full application and an energy audit or other project documentation. In all, 502 projects were assessed across the individual activities of Call II, applying for investment grants totalling approximately CZK 5 746 million. Furthermore, a study was compiled on the “Evaluation of the ECO-ENERGY OPEI 2007 – 2013 Programme Call II”. Its content is an overall evaluation of the projects for each of the supported activities, including an economic evaluation and an evaluation in terms of the annual reduction in CO2 emissions, which, in the framework of the pertinent evaluations regarding the selection criteria, obtained a minimum of 50 points, and thus were recommended for further evaluation for the allocation of subsidies. This study also includes an enumeration of the likely increase in the production of electricity and heat from RES and energy savings in final energy consumption for meeting national targets to increase energy efficiency and energy production from RES in the CR in accordance with the relevant EC directives.

Transaction costs of programmes promoting energy efficiency

Programmes promoting energy efficiency represent a potentially large contribution to the economic development and development of the competitiveness of the Czech Republic. Whether investing in the private or public sector, the decision-making should include evaluation of the effectiveness of such investments. The goal of this study was to analyze the effectiveness of energy saving programmes in the Czech Republic in terms of transaction cost theory (i.e. the administrative costs for the creation and administration of such programmes and the costs incurred by the applicants and beneficiaries). The study focuses on three major programmes promoting energy efficiency in the Czech Republic – the Operational Programme Environment – Priority Axis 3, the Operational Programme Enterprise and Innovation – the ECO-ENERGY Programme, and the Green Investment Scheme.

In this project, SEVEn helps Prague 13 to use successfully a subsidy for the reconstruction of the Mlejn House of Culture. Part of the services provided include checking the invoicing, assistance during negotiations in the event of changes to the project, processing of stage monitoring reports (including the final), assistance in implementing programme publicity and complete advice for successful use of grant funds and project implementation.

Společnost SEVEn zpracovala pro město Strakonice žádost o dotaci z Operačního programu Životní prostředí na zateplení dvou vybraných školských objektů. V rámci této činnosti společnost SEVEn zpracovala kompletní žádost, dále byla provedena kontrola správnosti a souladu dokládaných dokumentů. Na konci byly žádosti včetně příloh zkompletovány a předány na krajská pracoviště Státního fondu životního prostředí. Dotace byla ze strany OPŽP pro oba objekty schválena.
